Stage 2 mk6 gti. Hesitation issue was caused by the connection between the turbo outlet pipe and the flex pipe into the intercooler being slightly open. At some point, the boost blew the seal open slightly and gunk from the pcv system worked its way into the seal, causing it to stay open and leak under higher pressure. The clue is in the timing. In my previous log, timing was pulled after reaching 13 pounds of boost. Now it isn't. The waste gate duty cycle still drops because this is a low torque tune, but timing isn't pulled now.
