Any concerns or problems?

Car is not making target boost. Target at 6500 is 20lbs and the car is only hitting 14lbs. On the first map it was off target 5 lbs of boost at redline also. The previous stage 2+ OTS 91 and 93 and e50 all made target boost (or very close to) at 6500. Boost solenoids are only15k old. However, stock turbos are 65k old. They were replaced under warranty in 2015 and have ran 18psi their whole life.
