Boost Solenoids bypassed Still getting low boost. Almost constant waste gate rattle even with full vacuum applied to turbos.

E61 low boost but replaced solenoids and vacuum hoses Rear turbo vacuum line was broken so replaced with silicone. Also replaced both boost solenoids and front diverter valve. Only getting about 3 psi.
