Been chasing this for a while. Is this a boost leak or a solenoid or turbo? It gets above target initially then drops off. Any ideas?

Seemed to trail off in boost. It use to hold boost above target now in drips off. Removed and rebutted up intercooler as well as charge pipe...not sure what's going on
