City driving in traffic, not pushing into boost. Issue happening at red light.

City driving, in the traffic, not pushing the car into boost

New turbos, new O2 sensors, new pressure solenoid valves, new vac lines, all new seals to the whole engine and surrounding elements, smoke tested and high pressure tested multiple times at 30psi. Cannot reach target boost, and drops boost around 4800-5000 RPM and on. Car struggles with traction, this might be taken with DTC restricted but not a fully off traction. Car does not have an LSD.
