Slugish in 1st did no run as per normal in 3rd

Car feels slugish in 1st gear only boosting 10 psi

5500ft, 20 deg C

It's not showing on this graph but my throttle position is like at 80% then diving off to 30 % at like 4500 rpm what's going on ?
